Key procedural background to understand:
Government funding expires on January 30, which is this Friday.
Sometimes Congress puts all the funding bills together and passes it as one big bill (an omnibus), sometimes it splits them up into separate bills (called minibuses).
If Congress doesn’t pass a funding bill for a component of the government, that component “shuts down.”
Passing a funding bill requires a majority in the House and 60 votes in the Senate - this means that…
